What the committee discussed
Members heard differing views about groundwater modelling, the retaining wall, predicted movement, the Burland scale and whether slight damage would harm heritage assets.
“Regarding the appropriateness of the Burland scale for this type of structure, it was confirmed that the Burland scale can take both horizontal and vertical strain. • An objection suggested it was not appropriate for a wall without a building on top for additional stability and limitations to the Burland methodology were acknowledged. However, it was noted the actual predicted vertical movement was around a half to one millimetre at the retaining wall.”
“The negligible damage, being aesthetic and easily repairable, meant that the heritage assets would be preserved and not harmed. In response to Member’s questions, the deputees provided their views as follows: • The information provided by GCG, recognised that damage would occur via the Burland scale, even if it was slight (Category 1).”
