Temporary haul road at Land South Of Bedwellty Road, Aberbargoed, Bargod

Summary of planning committee decision

Decided by Caerphilly Planning Committee on 11 Feb 2026.

25/0715/FULLApproved

What was proposed

A temporary 270-metre haul road would serve construction of the proposed housing development for up to 36 months.

“Description and Location of Development: Construct a temporary haul road for a period of 36 months, to the north-east corner of the proposed residential development, along the rear of properties off Y Ffordd Wen and linking onto Bedwellty Road - Land South Of Bedwellty Road Aberbargoed Bargoed CF81 9EE”

“Development: Planning permission is sought for the construction of a temporary haul road for a period of 36 months. This would allow vehicular access to construct the residential development subject of planning application 25/0717/FULL without having to access Y Ffordd Wen.”

Officer report

The site

The site is a vacant greenfield strip behind homes, covering 0.57 hectares south-east of Y Ffordd Wen.

“Location: The site is to the south east of Y Ffordd Wen, Aberbargoed.”

“Site description: The site is currently a vacant strip of greenfield land behind existing dwellings in Y Ffordd Wen.”

Officer report

Why officers recommended approval

The haul road was considered safer than construction traffic using Y Ffordd Wen, with controls for restoration, working hours, dust, ecology and highways.

“However, it would not be appropriate for the haul road to remain in place once the development works have been completed as it would no longer be required and it is considered that then the soft edge to the settlement should be restored. The application form states that the haul road will be in place for 36 months. A restoration scheme has been submitted with the application to return the land to grassland.”

“Neighbour Amenity: In respect of concerns regarding neighbour amenity, it is acknowledged that the haul road would cause additional disturbance to neighbouring properties during construction and while in operation. However, it is considered that vehicles, particularly large vehicles using Y Ffordd Wen would have a similar impact and the use of Y Ffordd Wen would also conflict with other highway users.”
