Welsh-medium seedling school at Porthcawl Primary School, Porthcawl

Summary of planning committee decision

Decided by Bridgend Development Control Committee on 23 Jul 2026.

P/25/553/BCBApproved

What was proposed

A Welsh-medium seedling school would provide nursery, reception and childcare places, with parking, play space and two all-weather pitches.

“PROPOSAL: Construction of a Welsh Medium Seedling School within the site boundary of Porthcawl Primary School, incorporating a car park, external play space and two all-weather pitches for use by Porthcawl Primary School…”

“The proposal is to build a new facility that includes a small school and childcare provision, offering 30 nursery places and 30 reception places, along with childcare for babies and young children from birth to school age. It will provide 16 full-time childcare places (or 32 part-time), plus 6 places specifically for children aged 0–2 and will also offer after-school and holiday care so children can be looked after throughout the day and year.”

Officer report

What officers recommended

Officers recommended approval, finding the development appropriate with no unacceptable effects on amenity, drainage, ecology, environment or highway safety.

“CONCLUSION The decision to recommend planning permission be approved has been taken in accordance with Section 38 of The Planning and Compulsory Purchase Act 2004, which requires that, in determining a planning Application the determination must be in accordance with the Development Plan unless material considerations indicate otherwise. The Development Plan comprises Future Wales - the National Plan 2040 and the Bridgend Replacement Local Development Plan (2024).”

“On balance, and having regard to the objections raised, it is considered that the proposal represents an appropriate form of development that would have no unacceptable impacts on visual amenity, residential amenity, drainage, ecology, environment, or highway safety and the proposal is therefore recommended for approval.”

Officer report

Local objections

Four objections concerned loss of daylight and privacy, traffic and parking, drainage and flooding, green space, disruption, property value and wellbeing.

“Residential Amenity • Loss of daylight and overshadowing • Loss privacy • Service entrance directly opposite house • Losing open green space • Disruption…”

“Drainage • Potential adverse impact and overload of local drainage and waste • Regular flooding is an issue. • The proposed building will add to the reduction of drainage land, already reduced due to the recent construction of Two blocks of Flats with Car Park between Pant Morfa and Woodland Road, The Porthcawl Medical Centre and the Estate of Clos Y Mametz. • Proximity to Meadow Lake.”

Officer report

Main planning issues

The assessment considered the development’s principle, design, neighbouring properties, ecology, drainage and flooding, and highway safety.

“APPRAISAL The Application is reported to the Council’s Development Control Committee due to the Application being made by the Council and the level of public interest in the development.”

“Issues Having regard to the above, the main issues for consideration in the assessment of this Application are the principle of the development, visual impact regarding proposed scale, design and materials, impact on neighbouring properties, ecology, drainage/flooding and highway safety.”
