“It is proposed to demolish the existing primary school and constructed a new school on site, with sports/play facilities, parking and associated works.”

Officer report

The site and surroundings

The school is in a rural village, surrounded by homes, a healthcare centre, a cattle market, woodland and the Afon Senni.

“Sennybridge Primary School is a dated school building from 1939, and is in need of replacement, given its current state of repair, not fully Disability Discrimination Act (DDA) compliant and not fit for purpose for 21 st century teaching.”

“It’s located in a rural village approximately 9 miles west of Brecon and is surrounded by residential properties, a health care centre near the access to the north-east and the cattle market to the north. There is open woodland to the south, with the Afon Senni beyond. It has 2 floors and the exterior walls are uninsulated and made of red-brick and light colour render. There is also a separate building which occupies the canteen.”

Officer report

Consultation responses

Consultees raised no objections subject to conditions covering matters including trees, ecology, drainage, construction, highways, noise and contamination.

“…lost tree with 3 new trees, and the additional planting is supported. The National Park ecologist has raised that the proposed tree planting includes a number of non native trees – her comments are reiterated here that ornamental tree species are not appropriate for this site and a condition should be attached to any permission requiring full landscape details to be submitted – including native tree planting across the site.”

“Turning to surface water drainage, as of 7th January 2019, this proposed development is subject to Schedule 3 of the Flood and Water Management Act 2010. The development therefore requires approval of Sustainable Drainage Systems (SuDS). In this instance, we offer no objection to proposals for disposal of surface water flows into a sustainable drainage system, in principle, subject to consultation and agreement with the regulatory body or riparian owner of this system.”

Officer report

Public comments

One representation was received, raising concerns that the acoustic fence would be too high, imposing and harmful to natural light.

“One third party representation was made during the course of the application. It is summarised as follows:”

“- Concerns about the height of the sound proof fencing. The fence will block natural light to the property and it will be an imposing structure.”
