Officer report
The site and surroundings
The site contains two semi-detached houses between a nursing home and holiday flats, with residential properties nearby and no stated designations or constraints.
“The application site is a pair of semi-detached dwellings situated on Carlin Gate between Holmfield Road and Queen’s Promenade. Next door to the west is Belsfield House, a nursing home and to the east High View Self-Catering Holiday Flats. The other properties at this end of Carlin Gate are in residential use, as are the properties to the rear, although to the rear of Belsfield House is St Stephens Nursing Home. Both nursing homes are owned by Belsfield Care.”
“The site is not subject to any designations or constraints.”
Officer report
Earlier planning permission
Outline permission was granted in 2022 for a two-and-a-half-storey building containing up to five permanent flats.
“21/1078 – Erection of a two and half storey building for up to 5 self-contained permanent flats following demolition of existing houses (outline application with all matters reserved). Approved.”
Officer report
Highways and landscape advice
Highways accepted the existing eastern access and required the western crossing to be 3.66 metres wide, while the landscaping plan was considered acceptable.
“Head of Highways and Traffic Management Services – Highways policy for crossings is that they should now be a maximum of 3.66 metres wide [which has changed since the outline permission was granted]. They accept that the eastern access is slightly over that figure but it is existing and could stay. The western crossing would need a highways application and, despite being shown on the drawing as 4m, it should be 3.66m.”
Officer report
Who spoke
A Head of Development Management introduced the application, and an objector spoke about noise, traffic, privacy, parking, the tree and planning history.
What members discussed
Members considered parking, neighbouring care-home rooms, access, privacy, housing need and whether conditions could mitigate effects on neighbours.
“The Committee discussed the application and in response to questions [name withheld] advised that the application met the Local Plan’s standards in relation to parking behaviour of the applicant and any future potential expansion of the nearby nursing home was not a material planning consideration.”
“The Committee felt that the proposed application was appropriate, would bring much needed housing provision to the area along with generous parking provision and that the planning conditions proposed were sufficient to mitigate the impact on neighbours.”
Minutes
The committee’s decision
The Committee approved the application subject to the listed conditions and added an advice note about parking signage and considerate behaviour.
“The parking concerns raised by objectors were acknowledged and the Head of Development Management advised that if the Committee was minded to approve the application then an advice note could be added to the planning permission to include signage within the parking in relation to considerate behaviour.”
“Resolved: To approve the application subject to the conditions listed in the Committee report and to include an advice note in relation to parking signage.”
Minutes
The members' reasons
“The Committee noted that parking provision was entirely within the site and that objections had been received both in relation to the initial application and then in response to re-notification.”
