“The application site is a parcel of commercial land, which is located within the settlement of Blackburn and as part of an Employment Commitment Site (E208: Former Newman’s Shoes Factory). Commercial land uses surround to three sides with residential buildings positioned to the west. The River Blakewater defines the south site boundary. As a result, the majority of it is within Flood Zones 2 and 3 and the site is also at risk to sources of surface water flooding.”
“Land within the same ownership is positioned immediately to the north, which is used as a concrete batching plant and scaffolding storage yard. Vehicular access is gained from the west off Garden Street. Walls and fences of various styles surround the site, and its boundaries are interspersed with trees and shrubs. The north edge of the site has previously been used for unauthorised waste disposal, which has been the subject of ongoing enforcement activity.”
