Planning condition variation at Elliott Road, Birmingham
Summary of planning committee decision
Decided by Birmingham Planning Committee on 22 Jan 2026.
No officer report was published for this decision; this summary is from the committee minutes.
What was proposed
The application sought to change the wording and protections of a condition concerning the relocation and continuation of Revolution Gymnastics Club.
“2025/05661/PA The Area Planning Manager (South) confirmed the following updates: • Members of Planning Committee were sent an email from the applicant (Watkins Jones Group) summarising and highlighting some matters relating to the application. • Individual and joint co-authorised letters of objection have been received from the founder (Rob Owen) and co-directors (Adam Snaith and Beckie Berwick) of Revolution Gymnastics Club.”
“29 OFFICIAL needs to “should meet” removes the minimum requirement and undermines the enforceability of this condition. Without protections towards the affordability, the independent safeguarding of Sports England, and the explicit protection laid out for the club, the original intentions of Condition 18 – to protect the relocation and continuity of a specialist sports facility – will be considerably weakened.”

Community and disability concerns
Representations said the club supports youth engagement, disabled people and complex needs, and that relocation could disrupt access and participation.
“Written representations from Sargeant Gareth Sankey in capacity as Selly Oak / Edgbaston Coordinator, Birmingham Local Policing Area, WM Police commenting that community facilities, such as Revolution Gymnastics Club, are positive for the purposes of youth engagement and reducing anti-social behaviour in an area. Relocation of such facilities from urban areas risks limiting access and participation, especially in deprived areas.”
“-Not opposed to the principle of development but strongly object to anything that provides anything other than a like for like replacement facility that continues to support SEND participation. • Further 5 no.”
