“The car park is located on the south side of Jenner Close adjacent to the junction with Elm Road. It is bounded by a row of mature trees in the grounds of Manor House (Grade II listed building). Residential properties lie opposite the site to the west in Elm Road and also opposite at the north side of Jenner Close. Jenner Close serves the nearby residential units and principally the car park and Morrisons food store.”
