Summary of planning committee decision

Decided by Bexley Planning Committee on 22 May 2025.

24/02490/FULApproved

What was proposed

A two-storey end-of-terrace building was proposed, containing one two-bedroom and one one-bedroom self-contained home, with parking and landscaping.

“The proposals are for construction of a two-storey end-of-terrace building comprising of two self-contained units, off-street parking and landscaping.”

“The proposal seeks to construct a new, two-storey, end-of-terrace dwelling comprising one two bedroom and one one-bedroom, self-contained dwellings.”

Officer report

The site and surroundings

The site is on Hurst Road, near Northumberland Heath, with a congested parking area, local bus services and an existing access route.

“The proposal site is located on the west side of Hurst Road, Erith, approximately 180m north of the junction with Colyers Lane. Hurst Road is an unclassified road and designated a Local Access Road. The rear of the proposal site borders the Local Centre of Northumberland Heath.”

“There are no waiting restrictions in the vicinity of the site, however, the road is known to be congested for parking. The area has historically been used for informal off-street parking, although, more recently it has been hoarded off to prevent this.”

Officer report

Why officers recommended approval

Officers considered the design, accommodation, neighbour impact, traffic, drainage and other matters acceptable, subject to conditions, and recommended permission.

“The development would provide a good standard of accommodation for future occupiers and would not cause unacceptable harm to the amenity of neighbouring residents in terms of privacy, outlook, or daylight. The proposal would also not result in a significant increase in traffic generation or highway safety issues.”

“In view of the above, the proposal is considered to accord with the relevant policies of the Development Plan, the National Planning Policy Framework (NPPF), and all other material considerations. Accordingly, it is recommended that planning permission is granted, subject to the recommended conditions.”

Officer report

What consultees said

Environmental Health raised no objection, while the Highway Authority had no objection subject to parking, cycle and refuse-storage conditions.

“On balance it is accepted that whilst the front boundary wall is not an arrangement that the Highway Authority supports, it could be constructed to a height of 1m under permitted development rights and the curve provides an increased visibility to the south that other local private roads do not benefit from. The highway Authority has no objections, subject to the imposition of the following conditions: -”

“The parking spaces shown reserved for the parking of cars shall only be used for the parking of motorised vehicles and shall be available for such use at all times.”
