Officer report

The site and surroundings

The site was the eastern part of Westgate Shopping Park in Basildon Town Centre, beside existing shops, public buildings, redevelopment sites and transport routes.

“The application site is located on the west side of Fodderwick, at the western end of Basildon Town Centre and comprises the eastern part of Westgate Shopping Park, a part 1/part 2 storey yellow brick shopping centre building with prominent projecting circular green towers constructed in 1998, comprising some 6,468sqm of retail floor space, of which 1,323sqm is currently occupied.”

“Two residential led mixed use redevelopment sites - Market Square development (492 dwellings and commercial units) and Town Square North (535 dwellings and commercial units) - are to the east along with market kiosks, and the Westgate car park access from Roundacre and a Burger King unit are to the south.”

Officer report

Earlier planning history

The shopping centre previously received permission for retail, restaurant and leisure uses with servicing, parking and a multi-storey car park.

“Application Proposal Decision BAS/00872/97 Retail, restaurant and leisure uses, together with associated servicing, parking and multi-storey car park Granted 09.12.1998”

Officer report

Objections received

Two objections concerned loss of light and privacy, noise, construction disruption, infrastructure and possible effects on nearby late-night leisure businesses.

“The resident objection is on the grounds of: Loss of light Loss of privacy Noise, disturbance and disruption, both during construction (alongside other developments under construction) and when in operation from the roof top bar Insufficient supporting infrastructure…”

“The proposed creation of new noise sensitive development immediately adjoining the long-established, existing late-night leisure uses is likely to give rise to future complaints by the new residents to existing, longstanding noise levels and activities late at night. The result could lead to closure of the longstanding important local community facilities and loss of an employment generating leisure venue.”

Officer report
