Summary of planning committee decision
Decided by Barnsley Planning Regulatory Board on 16 Jun 2026.
What was proposed
The application sought permission for a 5m sculpture made from three steel panels, secured to a concrete foundation near the roundabout.
“Application Reference Application description Status 2023/1105 Hybrid Planning Application: Outline permission sought for the construction of Storage and Distribution (Use Class B8) and General Employment (Use Class B2) space with ancillary offices (Use Class E(g)(i) and gatehouses. All matters reserved except for site access.”
“This application seeks full planning permission for the erection of a sculpture to the south- east of the existing roundabout. The sculpture will consist of 3x individual steel panels with text and detailing representing the local area. The sculpture will be 5m in height, with each panel circa 1m wide at the widest point.”

Consultation responses
Consultees raised no outstanding objections, and highway officers accepted the revised location subject to a construction method statement.
“Highways DC Officer – The Highways DC Officer raised concerns regarding the original design in which the sculpture was proposed on the centre of the roundabout. However, the revised location (as hereby proposed) has been agreed by the Traffic and Structures departments as being acceptable. Visibility at the roundabout junction is maintained to be commensurate with the latest advice given in the Design Manual for Road and Bridges.”
“The proposal has been through the Stage 1 and 2 Road Safety Audit (RSA) process and Officers are satisfied that the construction and location of the sculpture will not have any meaningful impact on highway safety. No objection on this basis, subject to pre- commencement condition in relation to the submission of a Construction Method Statement, and appropriate informatives.”
