“Site Description. The application site is located within the settlement of Kirkby in Ashfield. It was previously occupied by the former Kirklands Residential Care Home and Day Centre, which comprised of a combination of single-storey and two-storey buildings. The facility was vacated in 2016. From that time until its eventual demolition in 2020, the buildings remained unoccupied and fell into a state of disrepair.”

“In the emerging local plan under policy HG1 the application site is allocated for housing whilst the land to the north of the site is allocated as allotments within policy EV7 of the Local Plan.”

“There are residential properties to the south and east of the application site, however given the road between and distance to these properties, it is considered the proposal would not have a significant impact to their amenity. There are residential properties to the west which would abut the application site, the two blocks of flats would be the closest to this boundary. One of the blocks is in line with the development that fronts Fairhaven road.”

“Conclusion: It is considered that the proposed development accords with the aims of policies within the Framework and Local Plan Polices. The application site is located in a sustainable location and would not have an unacceptable impact on highway safety. It is considered there would not be an unacceptable detrimental impact on the amenity of neighbouring occupiers or the appearance and character of the area as a result of the proposed development.”
