35 flats and retail at The Arcade High Street, Bognor Regis
Summary of planning committee decision
Decided by Arun Planning Committee on 14 Jan 2026.
What officers recommended
Officers recommended approval because the scheme would regenerate a key town-centre building and its economic and social benefits outweighed identified harms.
“The site is in a highly sustainable location and results in no harm to natural environment whilst resulting in significantly positive economic and social impacts. It will regenerate a key town centre building and support local shops/services through increased footfall/custom. Despite reservations with the design, the scheme in combination with the Alexandra Theatre will have a positive impact on the townscape of the area and improve the appearance of this key location.”
“Consideration has been given to Article 8 (right to respect private and family life) and Article 1 of the First Protocol (protection of property). It is not considered the recommendation for approval of the grant of permission in this case interferes unreasonably with any local residents' right to respect for their private and family life and home, except insofar as it is necessary to protect the rights and freedoms of others (in this case, the rights of the applicant).”
Officer report
Consultation responses
consultees raised issues about drainage, education, heritage, design and infrastructure, while highways, police, ecology and economic development responses supported or accepted the scheme with conditions.
“ADC ECONOMIC DEVELOPMENT - support due to new retail spaces and reuse of vacant upper floors providing additional footfall. The proposal is supported by Local Plan policies EMP SP1, RET SP1 and RET DM1. The Arcade is complimentary to the new Alexandra Theatre; Premier Inn and wider Esplanade works. The site is a key interchange between the town centre and theatre, and its development/improvement can only support existing regeneration work.”
“Further amendments were received and the LLFA advised that following a review, their concerns had been adequately addressed. They request conditions to secure construction drawings and a construction method statement of the drainage scheme, details of the maintenance and management of the drainage scheme and a site-specific Flood Action Plan.”
Officer report
Residents and local comments
The Town Council had no objection but questioned affordable housing, while objections concerned the Belmont Street design and access to toilets.
“The existing upper ground floor toilets on the west side of The Arcade are to be removed. Two toilets are to be provided in The Arcade. The tenant will lose direct access and will have to walk to the toilets via the High Street or Belmont Street. This is not a material planning consideration. CONSULTATIONS CONSULTATION RESPONSES RECEIVED: ENVIRONMENT AGENCY - no objection subject to a condition stating "There shall be no residential use on the ground floor.”
Officer report
What members discussed
Members welcomed the affordable housing payment, parapet roof, softer Belmont Street appearance, additional solar-panel space and regeneration benefits.
“He explained that, notwithstanding the financial challenges of delivering the scheme and the submitted viability evidence, the applicant had recognised the importance placed on affordable housing by policy and by Members during their previous debate. As a result, the applicant was now proposing an affordable housing contribution of £100,000, to be secured through a Section 106 agreement.”
“With no further Members wishing to speak, the Chair expressed his satisfaction with the improvements made to the south-east corner of the design, observing that it now provided a softer visual impact when approaching from Belmont Street. He also noted the benefit of increased space for additional solar panels, which aligned with the progressive environmental approach of the Administration.”
