Officer report
Earlier consideration
The application had previously been deferred, after which an independent review examined the highways information and consultee responses.
“Following the deferral of the application at the last Planning Committee (6/8/25), a tender went out for a review of the highways information submitted with the application and the responses received from WSCC Highways and National Highways.”
“The independent transport review concludes that the proposed development served via a new access from Wandleys Lane presents no highways reasons for refusal.”
Officer report
What consultees said
Highways and National Highways raised no objection subject to conditions, while other consultees generally raised no objection subject to drainage, ecology, landscaping and related safeguards.
“South Downs National Park Authority - No objection raised in regards to the impact on the setting of the National Park.”
“WSCC Surface Water Drainage (LLFA) - No objection subject to conditions relating to pre commencement details for surface water drainage.”
Officer report
What members debated
Members questioned the transport review’s independence and scope, and asked about pedestrian access because Wandleys Lane would have no dedicated footpath.
“Further clarification was sought on the scope of the consultant’s review, specifically whether it covered the entirety of Wandleys Lane or was limited to the entrance and exit. Officers confirmed that the brief was to review the County Council and National Highways’ comments, without a defined geographical scope. A Member expressed dissatisfaction with the scope and independence of the review.”
“Finally, a question was raised regarding pedestrian access on Wandleys Lane. It was confirmed that while the development included a footpath to the north and a crossing to Holmdale (which had a pavement), Wandleys Lane itself would not have a dedicated footpath.”
