What people said
Seven objections raised concerns including subsidence, habitat loss, noise, events and anti-social behaviour, while 58 supporters welcomed the cycling and community benefits.
“Response: This is discussed in the planning consideration above. This includes detail on events, which would be small in scale but include regional and national competitions which are also mentioned in the accompanying Noise Impact Assessment which would be noise generating. A Noise Impact Assessment has been provided.”
“Red and yellow squiggly lines appear to suggest proposed BMX/off road trails. No reference to these in planning documents. Outside red line. Clarification appreciated. Woodland in that area provides a valuable habitat for a range of wildlife, including bats. Potential impact should be addressed with ecological surveys. • Object to this proposal on the due to proximity, loss of privacy, attraction of anti- social behaviour, damage to the environment and breaches of TPO.”
Officer report
What members discussed
Members discussed tree removal, screening, noise, subsidence and the suitability of the proposed stone and aggregate construction.
“It was considered that the submitted assessments provided sufficient information to demonstrate that the site was suitable for the intended use. As noted from the Case Officer’s Report, several objections were submitted raising issues such as; Subsidence Destruction of Habitat Electrical Infrastructure Noise Events occurring on site Anti-Social Behaviour Members would note detailed responses within the Officer’s report.”
“Officers were content with the application and there would be no detrimental impact on the amenity for the surrounding area. Councillor Smart referred to subsidence and asked was the material described appropriate for that. It was explained that this would be a stone and aggregate construction which was tailored in that way because of problems at the site in respect of potential subsidence.”
