“The application seeks permission for the erection of 11 affordable housing units and associated works on part of the former Kinloch Primary School site on Links Avenue, Carnoustie. A plan showing the location of the site is provided at Appendix 1. The site, which measures around 3300sqm, is situated to the south of Dundee Street and to the west of Links Avenue. It comprises a leftover area from the former Kinloch Primary School site.”
“The development would involve the erection of a terrace of 10 units containing 8 x 1- bedroom flats (4 no. garden flats and 4 no. first-floor flats) bookended by 2 no. 1- bedroom bungalows. A 2-bedroom bungalow is proposed to the northwest of the site. The buildings would be finished in a white wet render and grey cladding, with dark roof tiles.”

Earlier retail proposals did not proceed, and the council later approved using the site for affordable housing.
“Angus Council Report 198/21 to the Policy and Resources Committee of 8 June 2021 and the Communities Committee of 17 August 2021 sought to withdraw the site from sale on the open market for commercial purposes and approved the appropriation of the site to the Housing Revenue Account for the delivery of affordable housing. Both committees approved the appropriation of the site for the delivery of affordable housing.”
“Report 198/21 noted that the site was transferred from Education to Economic Development in March 2016 (Report 85/16) to market for commercial purposes and declared surplus in May 2016 (Report 212/16). The Carnoustie Charrette (March 2015) identified a preference for a supermarket on the Kinloch site and there was also a desire for a public space element. The site was marketed openly in 2016 with a targeted approach to deliver this objective.”
