- Full Application - Granted Conditions or Reasons: View Conditions or Reasons Informative Notes: 1 )Reasons for Granting The site comprises a two-storey detached dwelling at 40 Armistice Croft Blunham, constructed of red facing brickwork, a red plain tiled roof and white uPVC windows. It is situated within a modern residential development characterised by dwellings of a similar age and style. The proposal seeks permission for the conversion of the existing garage. Works would comprise removal of the garage door, infilling the opening with matching brickwork and a stone lintel, and the insertion of a ground-floor front window. While visible within the streetscene, these alterations are minor and would not result in material harm to the character or appearance of the dwelling, streetscene, or wider area. The proposal also includes a new side door in the west elevation and replacement of the existing single rear door with bi-fold doors on the south elevation, both of which are considered visually acceptable in this residential context. The integral garage is set away from the shared boundary with No. 38 Armistice Croft to the west, which has a blank side elevation facing the site and is separated by a close-boarded fence. An integral garage door is located on the front elevation nearest the application property. Given the limited nature of the works, the proposal would not result in unacceptable impacts on neighbouring amenity in terms of outlook, light or privacy, nor would it cause material harm to surrounding properties. Permitted development rights relating to the garage accommodation have been removed by Condition 1 of planning permission CB/20/00576/RM to ensure the retention of off-street parking provision and minimise the potential for on-street parking that could adversely affect road users. The proposal would result in the loss of the existing garage, leaving two on-site parking spaces. As the number of bedrooms would remain unchanged, the development would not be expected to increase parking demand. Although a four-bedroom dwelling would normally require three parking spaces, the Highway Officer raises no objection to the proposal, having noted that additional parking is available within the privately maintained road and that any overspill parking would not affect the public highway. Accordingly, the proposal is not considered likely to result in a detrimental impact on highway safety or parking provision. Neighbouring properties have been consulted on the application and no comments have been received. The Minerals and Waste team have not commented on the proposal. Blunham Parish Council were consulted and have no objection to the proposal. In light of the foregoing appraisal, it is considered that the proposal would be in accordance with Policies HQ1, T2 and T3 of the Adopted Central Bedford shire Local Plan (2021), the Adopted Central Bedford shire Design Guide (August 2023), Parking Standards for New Developments SPD (August 2023), and Policy DP3 of the NPPF (2026).Reasons for Granting The site comprises a two-storey detached dwelling at 40 Armistice Croft Blunham, constructed of red facing brickwork, a red plain tiled roof and white uPVC windows.
