Full Application - Granted Conditions or Reasons: View Conditions or Reasons Informative Notes: 1 )Reasons for Granting The site comprises a detached bungalow at 4 Pix Road Stotfold, constructed of facing brickwork and a tiled roof and white uPVC and aluminum fenestration. The site lies within an established residential area characterised by a mix of both single-storey and two-storey properties. The application property is set within a row of three bungalows of similar scale and design. The proposal seeks permission for garage conversion with window insertion and cladding with replacement roof over garage and porch, chimney removal and insertion of roof lantern. Some of the proposed works have already been implemented. As 'retrospective' describes the timing of the application rather than the act of development, that word has been omitted from the description of development. The works are located to the front of the dwelling and are clearly visible within the streetscene. The replacement flat roof over the garage and porch is marginally higher than that it replaced and projects above the bungalow's eaves, incorporating a roof lantern. Horizontal white Upvc cladding has been added above the entrance door and beneath the garage roof, with a black Upvc fascia board above. The submitted plans also show that the garage door being infilled with brickwork and a ground floor window inserted, although these works have not yet been carried out. Given that the existing garage parapet already extends above the bungalow's eaves, and having regard to the limited scale of the alterations, the works are not considered to result in unacceptable harm to the character or appearance of the dwelling or the surrounding area. The removal of the two chimney stacks is also not considered visually harmful. As the works are not yet completed a materials condition can be attached. No. 2 Pix Road is a detached bungalow located to the west of the application site. Given the separation distance between the properties, their relationship, and the modest scale of the proposed roof alterations, the development is not considered likely to result in any undue loss of light, loss of privacy, or overbearing impact on the occupiers of that neighbouring property. Following internal alterations, a new ground floor bathroom window is proposed within the west elevation which could be undertaken under permitted development rights, and in any event, would be adequately screened by the existing boundary fencing. No other surrounding properties would be adversely affected. The existing dwelling contains two bedrooms and, in accordance with the adopted parking standards, requires the retention of two parking spaces. Whilst only one parking space would remain on the frontage hardstanding following the conversion of the integral garage, no additional bedrooms are proposed. Furthermore, the conversion of the garage could potentially be undertaken under permitted development rights and, therefore, would not in itself warrant refusal of the application. The application is retrospective in nature. Policy DM8.2 of the NPPF indicates that where consideration is being given to a retrospective planning application, substantial weight should be given to any evidence indicating that the unauthorised development was carried out intentionally. There is no substantive evidence that the development was carried out intentionally to avoid planning control. Therefore, limited weight is given to the fact that the development has already taken place. A commencement condition is unnecessary because the development has already been carried out. Neighbouring properties have been consulted on the application and no comments have been received. Stotfold Town Council were consulted and have no objection to the proposal. In light of the foregoing appraisal, it is considered that the proposal would be in accordance with Policy HQ1 of the Adopted Central Bedford shire Local Plan (2021), the Adopted Central Bedford shire Design Guide (August 2023), and Policy DP3 of the NPPF (2026).Reasons for Granting The site comprises a detached bungalow at 4 Pix Road Stotfold, constructed of facing brickwork and a tiled roof and white uPVC and aluminum fenestration.
