Two-storey home extensions at 482 Bradgate Road, Newtown Linford
Summary of planning committee decision
Deferred by Charnwood Plans Committee on 19 Feb 2026.
What was proposed
The application proposed two-storey extensions, roof alterations, a garden room, relocated gates and three front parking spaces.
“Description of the proposal 3.1 The application, as amended, comprises proposals for two storey extensions to front, side and rear, alterations to roof, detached garden room and vehicular gates to front. Amendments have been made to the application and it comprises the following:”
Officer report
The site and surroundings
The site contains an extended detached house with large front and rear gardens, mature trees, neighbouring extensions and countryside behind.
“The application site includes a 1930’s style, two storey, detached dwelling with front bay windows which has previously been extended with a two-storey side extension and adjoining car port (car port now removed) and with Velux windows in the rear roof slope serving a second floor.”
“The house has a large garden to the rear of the property, measuring around 770m 2 . There is also a large front garden and a drive providing existing vehicular parking for at least three cars and pedestrian access off Bradgate Road. The total curtilage for the property is approximately 1,100m 2 .”
Officer report
What officers recommended
Officers recommended refusal because the proposal would be overbearing and cause unacceptable loss of light and outlook to neighbouring properties.
“Policy DS4. The proposed extensions would significantly alter and modernise the overall appearance of the property and it is substantially changed, arising from front extensions, changes to the roof design, substantial rear extensions and the addition of an outbuilding in the rear garden.”
“The proposed development, by virtue of its height, proximity to boundaries, and juxtaposition with windows in adjacent properties would result in unacceptable overbearing and loss of light and outlook to the adjacent properties, 480A and 484 Bradgate Road, and would be overbearing upon no. 484. It would therefore be contrary to Policy DS4 and Appendix 4 of the Charnwood Local Plan (2021-37) as well as the requirements contained within the National Planning Policy Framework.”
Officer report
Consultees’ views
The parish council objected, while highways gave standing advice; the ward councillor called the application to committee over amenity and local interest.
“Following submission of revised plans in late November 2025, request to call in the application to Plans Committee was reaffirmed by Councillor Snartt. Newtown Linford Parish Council:”
Officer report
Residents’ objections
Residents objected to overdevelopment, loss of light and privacy, scale, drainage, street-scene effects, tree impacts and inaccuracies in the submitted information.
“Again there are no dimensions shown on these plans, which are still not accurate, for example the existing garage is shown in the wrong place • There has been an attempt to reduce the impact on 484, by introducing a single storey for a small amount of the building, but we are disappointed that yet again, the applicant has chosen to disregard BRE guidelines regarding loss of light.”
“It is impacting on the established street scene and sets an unwelcome precedent for future overdevelopments. • Issues raised regarding drainage and the impact on the tree have not been addressed by the amendments • The development will involve encroachment onto adjacent property during construction The application has been the subject of a daylight and sunlight study on the effect on 484 Bradgate Road, on which additional notification has taken place.”
Officer report
Officers’ main findings
The design and highway arrangements were considered acceptable, but the side and rear extensions would harm outlook and residential amenity, especially at number 484.
“Furthermore, the resultant design is of an appropriate quality that is compatible with the locality and without detriment to the surrounding countryside, particularly Bradgate Park. While there is a conflict with the Development Plan in respect of the existing form of the dwelling being radically altered, the harm arising from this in relation to visual amenity is considered to be limited as the proposed design is of an appropriate quality.”
“To the ground floor there is an existing rear extension measuring approximately 2.7m deep which results in its rear ground floor elevation being approximately level with the rear extension proposed. As a result, the proposed two storey and single storey elements of the rear extension will not influence any 45 degree lines taken from the ground floor rear facing windows to this neighbouring property.”
Officer report
The decision
“that the application be deferred and that the applicant be invited to remove the submitted site layout from the application. b)”
