Summary of planning committee decision

Decided by Rhondda Planning and Development Committee on 12 Feb 2026.

26/0005/FULApproved

What was proposed

A two-metre bronze statue of Elizabeth Andrews, depicting her reading to a child, would stand on a modest plinth at the museum entrance.

“The proposed structure would have a maximum height above ground level of 2.2m inclusive of the concrete base of the statue. The statue itself would be of Welsh socialist and suffragist Elizabeth Andrews and would depict her reading to a small child. The statue would be…”

Officer report

The site and its history

The statue would occupy a flat area of hardstanding beside the heritage centre entrance, vehicle access and car park; no recent relevant applications are recorded.

“The application site relates to an area of hardstanding located adjacent to the entrance of the ‘Welsh Coal Mining Experience’ building of the Rhondda Heritage Centre. The site is generally flat and is located adjacent to the vehicle entry and car park of the Rhondda Heritage Centre. The site is also bounded and accessed via Coedcae Road to the south.”

“There are no recent or relevant applications on record with this site.”

Officer report

What officers recommended

Officers recommended approval, finding the statue acceptable in its setting and unlikely to harm neighbouring amenity or highway safety.

“RECOMMENDATION: GRANT SUBJECT TO THE CONDITIONS BELOW:”

“REASONS: The application proposes the erection of a statue of Welsh socialist and suffragist Elizabeth Andrews on an existing area of hardstand located adjacent to the entrance of Rhondda Heritage Centre. The scheme is considered acceptable, in terms of its impact upon the character and appearance of the area. The scheme is also considered acceptable in terms of its potential impacts upon highway safety and the amenity of neighbouring residents.”

Officer report

Why officers supported it

The statue’s modest scale, historical connection and partial screening would preserve the area’s character, while its location and distances would protect neighbours and highways.

“As the statue would depict a local historical figure and be sited within the Rhondda Heritage Centre, it is considered that the proposal would be cohesive to its historical context. Furthermore, the proposed statue would likely be screened by existing hedges, trees and other greenery located southwest of the proposed statue. Given the scale and design of the artwork, it is not considered that the structure would appear as an overly prominent feature in the street scene.”

“Given the minor scale of the proposed statue as well as the distances of the statue from nearby neighbouring properties, it is not considered that any adverse impacts upon either the amenity or privacy of neighbouring occupiers would occur as a result of the development. Furthermore, it is noted that views to the proposed statue from properties to the southeast would be screened by the aforementioned adjacent greenery and trees.”

Officer report

The committee decision

The committee resolved to approve the application in accordance with the recommendation of the Director, Housing and Regeneration.

“The Head of Planning presented the application to Committee and following consideration it was RESOLVED to approve the application in accordance with the recommendation of the Director, Housing and Regeneration.”
