A resident said the change was unsafe
A local resident objected, saying Church Lane was dangerous for pedestrians, 55 spaces should be kept on site, and the change was driven by commercial reasons.
“Paul Appleby, local resident spoke against the proposal to vary Condition 9 and made the following points:”
“Church Lane is dangerous and unsuitable for large numbers of pedestrians accessing the site - the variation will exacerbate the situation • 55 spaces should be maintained on site • It would be unusual for the grassed area to be unusable • The application is driven by commercial reasons • There are errors in the layout plan submitted by the applicant • The Trust does not conform to the parking arrangements agreed in the Event Car Parking Management Plan • The provision of…”

Officers found no highway safety harm
The highway officer said the proposal, with its mitigation measures, would not harm the highway network, and only one accident had occurred on Church Lane in three years.
“The Planning Enforcement Officer advised that he had received written confirmation from Winterbourne International Academy that spaces will be made available at the school.”
“In response to issues raised, the Highway Officer explained that the proposal would not result in an impact on the highway network due to the increased pedestrian movements along Church Lane. It was noted that the proposal set out a number of mitigation measures within the revised Event Car Parking Management Plan, which were considered sufficient to mitigate the resultant impact to an acceptable level.”

Members wanted extra safety measures
Members asked for an informative encouraging pre-event torches and offering hi-vis armbands to visitors parking at the nearby school.
“Councillor Tristan Clark noted that pre-event notices would encourage visitors to bring a torch if walking the lanes and considered that the Event Car Parking Management Plan could go further through the provision of Hi- Viz armbands to visitors parking at Winterbourne International Academy.”
“The Solicitor advised that this could be achieved through the imposition of an Informative.”
