Officer report

Why officers recommended approval

Officers considered that the scheme’s housing, affordable homes, public realm, commercial and environmental benefits outweighed its limited identified harms.

“Paragraph 11(d) of the NPPF introduces a presumption in favour of sustainable development and requires that, where relevant policies of the development plan are out-of-date, planning permission should be granted unless any adverse impacts of doing so would significantly and demonstrably outweigh the benefits when assessed against the policies in the Framework taken as a whole.”

“The identified harm has been afforded great weight in the planning balance, as required by paragraph 215 of the NPPF. 770 Officers are satisfied, however, that the public benefits arising from the proposed development clearly and convincingly outweigh the identified harm, in accordance with paragraph 208 of the NPPF.”
