- Full Application - Granted Conditions or Reasons: View Conditions or Reasons Informative Notes: 1 )Reasons for Granting The site comprises a detached two-storey dwelling at 132A Grange Road, Blunham, accessed via a private track. The dwelling has a pitched roof with zinc cladding, stone and zinc-clad elevations, and a double garage to the front. It is located toward the northern part of a triangular plot and forms part of a loose knit, linear development of mixed age and character. The proposal comprises a single-storey front and side infill extension incorporating a glazed link and rooflights to extend the utility room and reconfigure a ground floor office/bedroom with shower, together with a single-storey rear and side extension to create a glazed dinning room. Both elements would have flat roofs. Although partly visible from the road due to their siting, the extensions would be subservient in scale and set well back from the frontage, ensuring they would not appear visually dominant within the streetscene. The replacement of the existing front kitchen door with a ground-floor window, which could be undertaken under permitted development, is considered visually acceptable. A materials condition can be attached. Overall the proposal would not adversely affect the appearance of the dwelling or the streetscene. The front and side infill extension between the dwelling and the garage would be well separated from neighbouring properties. It would be offset from Stubbington House (No 134 Grange Road) to the north and effectively screened by intervening hard and soft landscaping on either side of the private track. The rear and side extension would be sited some 1m from the boundary with No 132 Grange Road and screened by the existing boundary fencing and hedging. As such, the proposal would not result in any undue loss of light, privacy or overbearing impact. Overall, by virtue of its scale, siting and design, the proposal would not have a detrimental impact on the amenities of neighbouring properties. The Tree Officer has raised no objection to the proposed extensions. The hedge along the southern boundary lies within the neighbouring garden and is in proximity to the rear extension; however the existing boundary fence would prevent direct physical impact on the hedge. In addition, the extensions are proposed over areas of existing hardstanding, thereby avoiding encroachment into landscaped areas. On the basis of the scale and nature of the development, adequate access and parking has been retained. Neighbouring properties have been consulted on the application and no comments have been received. Blunham Parish Council were consulted and have no objection to the proposal. In light of the foregoing appraisal, it is considered that the proposal would be in accordance with Policies HQ1 and T3 of the Adopted Central Bedfordshire Local Plan (2021), the Adopted Central Bedfordshire Design Guide (August 2023), the Parking Standards for New Development SPD (August 2023) and Section 12 of the NPPF (2024).Reasons for Granting The site comprises a detached two-storey dwelling at 132A Grange Road, Blunham, accessed via a private track.
