Full Application - Granted Conditions or Reasons: View Conditions or Reasons Informative Notes: 1 )Reason for granting The host dwelling is a semi-detached, brick built, L-shaped bungalow with a tiled pitched roof located on a junction within the Leafields estate in Houghton Regis. No 122. has a front entrance located on the through street of the junction with a gated drive and single garage located on the stem road of the junction, No. 122 is surrounded by properties of varying design. The proposal is for a single storey infill extension to the rear of the property to replace an existing conservatory, the infill would be 4.49m wide by 3.47m deep with a height of 2.42m to the eaves and an overal height of 3.40m. In addition to the infill extension, the single garage is to be converted into a living space. The proposed infill extension to the rear would not be readily seen from the street scene on Leafields Road. However, the proposed garage conversion would be seen from the Leafields stem road as the single garage door would be replaced with a window. Both the infill extension and brickwork for the garage conversion would have matching brickwork to keep in character with the existing property and therefore it is not deemed detrimental to the character and appearance on the surrounding area and as such is in accordance with Policy HQ1 of the Central Bedfordshire Local Plan, Section 11 of the Central Bedfordshire Design Guide, and Chapter 14 (DP3) of the NPPF. In terms of neighbouring amenity, given the design of the proposal it would be sited within the L-shaped bungalow and close to the boundary of neighbouring property No. 2 Leafields, considering that the proposal would replace the existing conservatory it is deemed there would not be any loss of light, overbearing impact or loss of privacy to this neighbour. Similarly, with neighbouring property No. 120 Leafields, the proposal would have a similar outlook and fenestration to the existing conservatory and therefore there would not be any significant loss of light, overbearing impact or loss of privacy to this neighbour either. The garage conversion would have a new window visible to the street scene, however, this would have the same outlook as the three existing windows to this facade. Therefore, the proposal is considered to have an acceptable neighbour amenity impact, complying with section 14 (DP3) of the NPPF, policy HQ1 of the central Bedfordshire Local Plan Section 11 of Central Bedfordshire Design Guide 2023. The proposal does not lead to another bedroom, leaving the property with two bedrooms, the garage conversion would not count as a parking space, sufficient space is maintained on the driveway to facilitate two parking spaces which meets the requirements for a two bedroom property. Therefore, adequate parking provision has been retained on site, and the proposal is considered to be in conformity with Policies T2 and T3 of the Central Bedfordshire Local Plan. Houghton Regis Town Council were consulted and raised no objection to the proposal. The application was subject to public consultation, though no objections were raised. The proposal is therefore considered to be in accordance with Chapter 13 (DP3) of the NPF, Policy HQ1 of the Central Bedfordshire Local Plan and Section 11 of Central Bedfordshire Design Guide 2023.Reason for granting The host dwelling is a semi-detached, brick built, L-shaped bungalow with a tiled pitched roof located on a junction within the Leafields estate in Houghton Regis. The rate of Council Tax you pay depends on which valuation band your home is placed in. This is determined by the market value of your home as at 1 April 1991. Your property's Council Tax band may change if the property is extended. The Council Tax band will only change when a relevant transaction takes place. For example, if you sell your property after extending it, the new owner may have to pay a higher band of Council Tax. If however you add an annexe to your property, the Valuation Office Agency may decide that the annexe should be banded separately for Council Tax. If this happens, you will have to start paying Council Tax for the annexe as soon as it is completed. If the annexe is occupied by a relative of the residents of the main dwelling, it may qualify for a Council Tax discount or exemption. Contact the Council for advice on 0300 300 8306.
