Large groups of students congregating on the footway may result in them blocking other highway users from passing. The submittted Operational Plan therefore does not accord with Policies 29 and 48 of the City Plan 2019 - 2040 (January 2026). The report has been revised and is resubmitted to satisfy Condition 6.
