The proposals involve demolition of various wall structures that remain from previously demolished mill structures, pursuant to application 10/14/1138 "Demolition of former mill and workshops".”

The site and surroundings

The vacant site formerly contained a mill, with commercial uses nearby, homes to the south and east, and heritage assets beside the canal.

“The application site forms part of a vacant parcel of land that is located within the settlement of Blackburn. The site previously housed a mill building, which was demolished in 2014/15. The wider site covers an area of circa 5 acres. Vehicular access is gained from the east off Carl Fogarty Way and by a new access point. Commercial land uses around to two sides with residential properties positioned to the south and east.”

Officer report

Earlier planning history

The former mill and workshops were previously approved for demolition under application 10/14/1138 in February 2015.

Officer report

What officers recommended

Officers recommended prior approval because the proposal complied with the permitted development requirements and development plan, with no material reasons to object.

“The proposed development therefore complies with the relevant requirements of the GPDO alongside those of the development plan. There is a positive presumption in favour of approving the development and there are no material reasons to object to the application.”

“Delegated authority is given to the Deputy Chief Executive and Strategic Director of Growth and Development to give prior approval, subject to the relevant conditions contained within Schedule 2, Part 11, Class B of the GPDO, as follows:”

Officer report

How the work would happen

The walls would be dismantled mainly by hand, with measures to control debris, protect the canal, secure the site and restore safe ground levels.

“A pontoon system would only be used as a precautionary measure to prevent debris from entering the waterway and catch any debris that may otherwise enter the canal. The 5 structures would be scaffolded from the land side, which will feature debris netting and scaffold sheeting.”

“All demolition traffic would access the site from Carl Fogarty Way. A section of timber knee railing would be temporarily removed to facilitate the access and egress of the site. A 2m high heras gate would be installed in its place, for the duration of the works. The same style of fence would also enclose the compound area. Safe access routes would be maintained, and barriers and signage will be in place to prevent unauthorised access.”

Officer report

What consultees said

Public Protection, Heritage, Drainage and the Canal and River Trust raised no outstanding objections after additional information was provided, subject to safeguards and an informative.

“Regarding the canal embankment, a request for additional information was initially made by the Canal and River Trust given the potential for the canal works to compromise its structural integrity. Additional information has been provided during the course of the application in response to those concerns, which includes an updated Demolition Method Statement and amended site sections.”

“The amended sections confirm that minimal excavations and filling works would be undertaken within close proximity of the lower parts of the walls to be retained. Potential contamination of the canal would also be closely monitored throughout the duration of the works. The Canal and River Trust has reviewed the updated information, and no wider concerns have been identified.”
