Detached garden annex at 28 Benvenue Avenue, Eastwood

Summary of planning committee decision

Decided by Southend Planning Committee on 16 Sept 2026.

26/00979/FULApproved

What was proposed

The application sought a single-storey detached rear annex with one bedroom, a shower room, living space, a roof lantern and solar panels.

“Permission is sought to erect a detached, single storey outbuilding to the rear of the site to be used as an annex. The annex would contain one bedroom with a built-in cupboard, a shower room and an open plan kitchen/diner/lounge. It would be some 6m deep, 8m wide, 3m high to the top of the flat roof and 3.5m high to the top of the rooflight. The proposal would be finished in render and brick and would have a window and set of doors to the front elevation.”

Officer report

The site and surroundings

The site contains an extended semi-detached dwelling in a mainly residential area and is outside a conservation area and site-specific designations.

“The application site is on the east side of Benvenue Avenue, set within a predominately residential area and contains an extended semi-detached dwelling. In the wider area, to the north is Heycroft Primary School and Whitehouse Playgroup and to the north-west is Dandies Park, an area of protected green space, designated in the Development Management Plan.”

“The site itself is not within a Conservation Area or subject to any site-specific planning policy designations.”

Consultation responses

One neighbour objected, while Environmental Health raised no objections and the fire service found access satisfactory.

“(Officer comment: The above comments have been taken into consideration in the assessment of this application and were not found to justify the refusal of this application in the particular circumstance of this case.)”

“Access for Fire Service purposes is found to be satisfactory. More detailed observations on access and facilities for the Fire Service will be considered at Building Regulations stage (if applicable). Recommendations in respect of sprinkler systems.”
