PRELB/00009/26 - PREAPP Listed Building Pending Consideration

Proposal

All eight Grade II listed properties sit within the Shottery Conservation Area, are in need of significant refurbishment in order to meet current EPC requirements. All suffer from significant damp/mould and settlement cracking. Below ground drainage arrangements also need resolving - including a potentially open mains drain in the front garden of no. 4. The properties are generally quite small, and were previously subject to Shothold Tenancy Agreements, although were quite difficult to re-let with lengthy empty periods and low annual returns. We wish to discuss a potential change of use to serviced holiday lets for all eight properties, but not sure whether this would be supported by the Council and/or will need a formal Change of Use application as well. The properties also have inappropriate additions to the rear of the row, along with asbestos-lined timber garages at the bottom of each garden plot. Circa 1970s planning/LBC/building regulations status currently unknown - nothing on the Planning Portal. We would like to also discuss the possibility of making the following changes: Lower the front pathway and install a French drain along the front elevation; Removing the timber/asbestos garages completely via a controlled demolition and disposal process; Ascertain planning/LBC status of existing inappropriate rear extensions/outbuildings; Consider the potential removal of the 1970s outbuildings, and a more in-keeping treatment of the rear extensions if considered appropriate to retain, along with rationalisation of the associated rear drainage arrangements; If the rear extensions are not permitted to remain, then a discussion relating to internal remodelling related to this would be useful too; Front gardens merged into one, managed communal garden across the row.
