What members decided
Members did not adopt the officer recommendation to approve permission with conditions and instead supported refusal reasons concerning heritage harm and the internal reconfiguration.

“Resolved unanimously as proposed by Cllr Adourian and seconded by Cllr North: to refuse planning permission for the following reasons:”
Minutes
The committee’s reasons
The committee refused permission because the redesign would harm the street scene and conservation area, while the resulting dwellings would be low quality and not independent homes.
“The proposed development, by reason of the proposed demolition, elevational changes and redesign, would diminish the positive contribution the property makes to the Victoria Road street scene and wider De Vere Conservation Area. As a result, the proposal would result in less than substantial harm to the character and appearance of the Conservation Area and the harm has not been outweighed by public benefits.”
“The proposal involves an internal reconfiguration which would, by its layout and design, result in a material change of use. The resultant dwellings on site would fail to contribute to the Borough’s housing stock as independent dwellings and, by design, would be both low quality and substandard. The proposal is contrary to Policies HO1, HO2, HO4 of the Local Plan 2024 and Policy D6 of the London Plan 2021.”
