Rear extension and loft conversion at 28 Chetwynd Road, Southsea

Summary of planning committee decision

Decided by Portsmouth Planning Committee on 29 Apr 2026.

26/00195/HOUApproved

What was proposed

The application proposed a rear and side extension, loft conversion, front dormer and rear dormer.

“The proposal is for the construction of a single-storey flat-roofed rear extension and side pitched-roof extension, loft conversion with front dormer.”

“The proposed rear/side extension would measure 9m in depth (from the two-storey main body of the building) and 3.35m from the existing two-storey outrigger. The extension would span the entire width of the property and measure 4.35m. The extension would predominately be flat roofed, behind a parapet, with a section of pitched roof within the area of the existing lightwell.”

Officer report

The site and surroundings

The site is a two-storey mid-terrace dwelling beside properties with extensions, dormers and a supported living facility.

“The application site is located on the southern side of Chetwynd Road and relates to a two-storey mid-terrace dwelling. The property is set back from the road by short front forecourt with low brick boundary wall and features a one-storey bay window. The property features a two-storey outrigger, with a preserved lightwell to the western side of the rear/side boundary. Beyond this is a single storey lean-to extension.”

“The neighbouring property to the east, features a matching footprint, including a matching single storey rear extension. The adjoining property to the west, has a different typology, and includes a two-storey outrigger which projects past the rear of the application site and is centrally located in its curtilage. The adjoining property is in use as a supported living facility.”

Officer report

Earlier planning history

There was no formal planning history, but a pre-application discussion raised no concerns.

“No formal Planning History, however noted there was a pre-application from earlier this year in respect of the proposal. No concerns were raised at pre-application stage.”

Officer report

What officers recommended

Officers recommended conditional permission because the proposal was considered acceptable in design and would not harm neighbouring amenity.

“No amenity concerns are raised. The properties to the rear are set away from the areas for development by the rear garden of the application site and their own private amenity space. Given the scale of the works it is not considered that the proposal would have any adverse impact on the amenity of these occupiers.”

“While the proposal would remove the lightwell with the adjoining property to the west (No.26 Chetwynd Road), it is noted that this neighbouring property functions as a supported living facility and only features a side door and high-level window on its eastern flank facing the application site.”

Officer report

Consultation and representations

No consultees were identified and no representations were received after adjoining properties were notified.

“Letters to adjoining properties were sent on 03.03.26.”

“No representations have been received in respect of the proposals.”

Officer report

Who spoke

The Head of Development Management introduced the report, and there were no deputations.

Members’ discussion

Members discussed the extension’s scale, its boundary position, shared-wall matters, damp concerns and how the dormer related to neighbouring development.

“Members' Questions In response to questions, officers provided the following information as clarification: • The rear extension needed planning permission. • The proposed rear extension would be constructed on the boundary and would form the boundary treatment between the two properties. The height was estimated to be approximately 2.5 metres to accommodate appropriate internal head height.”

“Members' Comments A Member commented that front dormers do not typically enhance street scenes; however, in this instance, the presence of a front dormer on the adjoining property, together with the increased height of the neighbouring building, meant that the proposed dormer would match its neighbour and would improve the appearance of the street scene overall. Residual concerns relating to damp were acknowledged as matters for Building Control.”
