Up to three homes at Land West Of Carnethic Stables, Lantic Road, Fowey

Summary of planning committee decision

Decided by Cornwall Central Sub-Area Planning Committee on 7 Apr 2026.

PA26/00121Approved

What was proposed

Permission in principle was sought for residential development of between one and three dwellings.

“The application proposes Planning in Principle (PiP) for between 1-3 dwellings.”

“The application proposes Planning in Principle (PiP) for residential development offering a range of 1 – 3 dwellings. The location plan is attached below:”

Officer report

The site

The approximately 0.14-hectare site is an orchard enclosed by residential development, with a proposed new access from Lantic Road.

“Whilst an indicative plan has been provided this is for illustrative purpose only and does not form part of the formal plans for consideration. The site is rectangular and measures approximately 0.14 ha. It is curtilage land to the host dwelling of Trekesten and currently comprises an orchard area with a regular arrangement of apple trees.”

“The site is enclosed on all sides by residential development and would gain a new access off Lantic Road through the northern boundary.”

Officer report

Officers’ recommendation

Officers recommended approval because the site was sustainable, met development plan policies, made efficient use of land and would conserve the National Landscape.

“The site lies in the settlement of Fowey, within the settlement boundary as defined by the Fowey Neighbourhood Development Plan (FNDP) and is well related to a number of daily services including a shop and schools and has access to regular public transport. It meets Policy 3 of the Fowey Neighbourhood Development Plan and Policy 3 of the Cornwall Local Plan (Local Plan).”

“The site also lies within the National Landscape. It is well screened and has no public access. It is not an appreciable open space from Lantic Road and it cannot be viewed in the wider area. In officer opinion the development would have a neutral impact on the National Landscape, conserving the amenities of this designated asset.”

Officer report

Other objections

Other objections concerned privacy, light, character, the orchard, trees, access, bats, drainage and the number of proposed homes.

“The key planning related points have been summarised below:”

“Inappropriate amount Would lose privacy in courtyard Two storey properties out of keeping Would cause loss of light Takes no account of character of area and NDP character guide of large gardens along Lankelly Lane Outside NDP boundary Overdevelopment in AONB Destruction of orchard and loss of trees Lantic Road unadopted can't accommodate large vehicles Will impact on bats and a nearby bat house Problem with drains and sewers in area…”

Officer report

Who spoke

An objector spoke against the application, and Councillor Wilson raised concerns about housing pressure, neighbours, access, trees, bats and site character.

Members’ debate

Members considered the development principle acceptable, while noting the change in character and relying on technical details consent for conditions.

“Clarification that there was no policy presumption against development backland sites. Each case needs to be assessed on its merits; Clarification that the technical details consent (TDC) would require ecological surveys to be undertaken; It was emphasised that planning permission for development was not granted until the TDC (second stage); 4.”

“The principle of development on the site was considered acceptable; The development of this site would merge two areas of different character; The views of the Electoral Division Member were noted, specifically the location of the access point off Lantic Road; The TDC would enable appropriate conditions to be imposed.”
