Officer report

The site and surroundings

The approximately 83.5-hectare site is mostly arable land within East Grinstead, with woodland, a school, housing, public paths and listed buildings nearby.

“The outline elements consisted of the provision of up to 550 dwellings, a care village consisting of 150 dwellings (C2 Use), provision of land for a 2-form entry (FE) entry primary school, a mixed-use neighbourhood centre, allotments and associated open space and infrastructure. The full element consisted of the site access, spine road, provision of an on-site Suitable Alternative Natural Greenspace (SANG) and new playing fields and sports facilities for Imberhorne School.”

“The site lies within the built-up area boundary of East Grinstead, to the north-west of the town centre, which is approximately 1.9km away. To the north of the site is Ancient Woodland, with the Birches Industrial Estate beyond. Imberhorne School lies immediately to the north-east of the site, the southernmost part of its playing field falling within the redline of the application boundary.”

Officer report

Earlier planning permission

The principle of development, access and the main spine road had already been approved through the 2025 hybrid permission.

“I have no objections to the amended plans. Please condition adherence to plans. East Grinstead Town Council Observations Original Plans Recommended for approval, however committee was keen to see a thorough flood risk assessment in light of local flooding experienced in the SA19 development area.”

“The primary road from Imberhorne Lane to the SANG car park/sports facilities, vehicular access from Imberhorne Lane and pedestrian/Cycle access from Imberhorne Lane were all granted detailed consent under the previously approved hybrid application. During this application, amended plans have been submitted in response to concerns about elements of the design of the proposal.”
