Chalet bungalow at Land Adjacent 2 Brighton Road, Lancing

Summary of planning committee decision

Decided by Adur Planning Committee on 2 Feb 2026.

AWDM/1421/25Approved

No officer report was published for this decision; this summary is from the committee minutes.

Why this application differed

Officers had previously refused a similar dwelling on this site for failing the sequential test, but this application passed it, and was exempt from biodiversity net gain as a self build.

“The Principal Planning Officer presented the report explaining that Officers had refused an application for a similar dwelling style on this site because it had not passed the sequential test. However, the current application had passed this test. The usual Biodiversity Net Gain requirements were not applied here because this application is a self build which would make it exempt.”

Minutes

Parking and sustainability

The scheme included off-street parking for a car and a bike, and would be conditioned to require details of any sustainability measures.

“In response to queries from Members the Officer confirmed that the application included an off street space for a car and a bike. The Officer also clarified that although the Local Plan did not prescribe the installation of PVC panels and air source heat pumps, if the application was granted, it would be subject to a condition requiring details to be provided of any planned sustainability measures for written approval.”

Minutes

Objection to the application

One objector raised concerns about flooding risk, environmental harm and disputed ownership of part of the site.

“There was one registered speaker who gave a representation in objection to the application. He expressed concerns regarding flooding risks, harm to the environment and the rightful ownership of a portion of the application site.”

Minutes

Support for the application

The supporting speaker said their client held deeds confirming ownership and that the land was private with no right of beach access.

What members discussed

Members agreed there was no reason to refuse permission, but wanted construction activity kept off the beach and parking and material storage carefully controlled.

“During debate members concurred that there was no reason not to give planning permission to this application. Members were keen to ensure that no construction activities encroached onto the beach and that parking and storage of materials was carefully controlled. Officers confirmed that condition 5 required a Construction Management Plan.”

Minutes
