Decided by Kensington And Chelsea Planning Applications Committee on 17 Feb 2026.
The site and surroundings
The site comprises 40 and 41 Hans Place, where No. 40 contributes positively to the conservation area and No. 41 is identified as a negative building.

Officer report
What officers recommended
Officers recommended approval because the changes were acceptable in the conservation area, maintained acceptable homes and added no material neighbour impact beyond the approved scheme.
“/PP/25/05112:6 type of application is made under section 73 of the TCPA. The changes to the scheme are as outlined above. 6.2The extant permission carries significant weight in the determination of this application. There has been no material change in policy or circumstances since the grant of permission and all works approved under the previous permission are therefore still acceptable and, on balance, in compliance with the Development Plan.”
“6.5The decisive issues are: iWhether the proposal would preserve or enhance the character or appearance of conservation area; iiWhether the proposal would provide community (affordable) housing and would optimise the site to create high quality residential units; iiiWhether the proposal would safeguard the amenity of the neighbouring properties. Design and conservation area 6.6The application proposes alterations to the windows within the rear elevation.”
