Full Application - Granted Conditions or Reasons: View Conditions or Reasons Informative Notes: 1 )Reasons for Granting The site comprises a detached two-storey dwelling located on the southern side of Arlesey Road Stotfold. It is bordered by No 113 to the west, with two semi-detached dwellings to the east approved under ref: CB/25/03668/VOC and currently under construction, and No 34 Binyon Gardens (end-terrace) to the south. The site lies within an established residential area. Whilst the surrounding dwellings vary in age and style, Nos 111, 113 and 115 display a consistent roof form characterised by a hipped crown roof, with roof slopes rising on all four sides to a small flat central section, although there is extant consent to extend No 115 under permission ref: CB/26/01112/Full. The existing detached dwelling has been extended at single-storey to the side and rear, together with a small front porch. It has been fully rendered, and has a tiled roof with white uPVC windows. The proposal seeks permission for the erection of a first-floor side extension, alterations to the roof, including the formation of a rear dormer and insertion of front rooflights. In respect of the first-floor side extension, whilst the setback from the principal elevation would be limited, its width would remain subordinate to the host dwelling and it would be set approximately 1m from the side boundary with No. 113, ensuring it would not appear cramped within the streetscene. The proposed roof alterations would result in the dwelling being characterised by a crown roof form, comprising pitched roof slopes rising to a short flat central section. The flat roofed rear dormer would be slightly set down from the main ridgeline and in from the edges of the roof. The established character of the wider streetscene is one of variety and, therefore, could accommodate dwellings of alternative design without appearing unduly out of context or harmful. A streetscene has been provided that demonstrates the proposed extensions would integrate satisfactorily with the dwelling and would not appear out of keeping in terms of scale or appearance. Details of proposed materials has been provided, comprising smooth white render, grey concrete tiles for the main roof and dormer, and white uPVC windows and doors to match the existing dwelling, given the visual assessment above these are considered acceptable and can be conditioned. No 113 Arlesey Road is a detached dwelling to the west, with a ground-floor kitchen window and a first-floor landing window in the side elevation, together with a single-storey garage closest to the boundary. The proposed first-floor side extension would be set approx 1m from the boundary and, when considered alongside the proposed roof alterations and rear dormer, would not, given the distances and relationships involved, result in any undue loss of light, privacy or overbearing impact. The semi-detached dwelling under construction to the east is set back from the front of No 111. The side facing windows serve either secondary or non-habitable rooms and, as such, the proposed roof alterations would not result in any significant loss of light, privacy or overbearing impact. No 34 Binyon Gardens lies to the south. Given the back to side relationship and separation distances involved, the proposal would not result in any undue harm to the residential amenity for this property. No other surrounding properties would be adversely affected. The three bedroomed property would be increased to four bedrooms following internal rearrangements. As such three on site parking spaces would be required to meet adopted parking standards. The submitted plans show that the depth of the existing garage would be slightly enlarged and that sufficient parking can be retained on site. Neighbouring properties have been consulted on the application and no comments have been received. Stotfold Town Council were consulted and have no comment to make on the proposal. In light of the foregoing appraisal, it is considered that the proposal would be in accordance with Policy HQ1 of the Adopted Central Bedford shire Local Plan (2021), the Adopted Central Bedford shire Design Guide (August 2023), and Policy DP3 of the NPPF (2026).Reasons for Granting The site comprises a detached two-storey dwelling located on the southern side of Arlesey Road Stotfold. The rate of Council Tax you pay depends on which valuation band your home is placed in. This is determined by the market value of your home as at 1 April 1991. Your property's Council Tax band may change if the property is extended. The Council Tax band will only change when a relevant transaction takes place. For example, if you sell your property after extending it, the new owner may have to pay a higher band of Council Tax. If however you add an annexe to your property, the Valuation Office Agency may decide that the annexe should be banded separately for Council Tax. If this happens, you will have to start paying Council Tax for the annexe as soon as it is completed. If the annexe is occupied by a relative of the residents of the main dwelling, it may qualify for a Council Tax discount or exemption. Contact the Council for advice on 0300 300 8306.
