Drainage scheme amendments at Sidley Recreation Ground, Bexhill
Summary of planning committee decision
Decided by Rother Planning Committee on 4 Sept 2025.
What was proposed
The application concerned amendments to the previously agreed foul and surface water drainage arrangements.
“Foul Water Drainage The accompanying technical note states the following: ‘The foul water drainage has been revised to omit the previously proposed foul water pumping station. This results in a foul water drainage system that is easier and more cost effective to maintain with no day-to-day energy consumption, or annual maintenance liability. The point of discharge to the existing public sewer network remains as previously proposed’.”
“A new connection is proposed located upstream of the flow control chamber to overcome this issue. A replacement control devise would be implemented which would be set at a rate of 2.5l/s, which would ensure that there is no increase in flow to the downstream network. The surface water will ultimately discharge to the existing surface water drainage system which serves the skate park as was previously proposed and agreed upon. As such this is acceptable.”

Minutes
Earlier permission
The permission followed earlier planning permission RR/2024/935/P, dated 18 July 2024.
“The development hereby permitted shall be begun before the expiration of three years from the date of the original permission RR/2024/935/P, dated 18 July 2024 i.e. by 17 July 2027. Reason: This permission is granted pursuant to planning permission RR/2024/935/P, dated 18 July 2024.”
Officer report
Officers’ recommendation
Officers recommended approval because the amendments addressed design issues, reduced running costs and retained previously agreed discharge arrangements.
“As a more detailed design has evolved following the grant of planning permission, it has been found that a pumping station is no longer required. This is acceptable, lower running costs for a community led building is supportable and discharging to the public sewer is as previously agreed.”
“The amendments to the drainage scheme are supportable, they overcome issues which have been identified further along the design process, have lower running cost and ultimately discharge to the previously agreed public sewer and surface water drainage system. The variation of condition application is recommended for approval.”
Officer report
Consultation responses
The Lead Local Flood Authority, planning notice and Bexhill-on-Sea Town Council provided no comments.
“‘The Lead Local Flood Authority did not provide comments on the original application and therefore is unable to provide comments on this application unless the Planning Officer deems there to be a significant flood risk arising from this proposal’.”
Officer report
Effects on the area
Officers considered the mainly below-ground amendments would not affect the area’s character or nearby residents.
“The proposed amendments to the scheme are predominantly below ground works which would not impact on the character and appearance of the area nor impact local residents who are located along the opposite side of the perimeter roads surrounding the site.”
