Officer report

How the wall would be protected

The wall would be rebuilt using existing bricks where possible, with matching new brickwork controlled by sample-panel conditions.

“The removal is to facilitate the basement works approved under PP/23/01687, LB/23/01688, PP/23/01231 and LB/23/01232. 6.4The existing wall is modern so the proposals would have no impact on historic fabric. However, the wall has some moderate significance in its form as it is appropriate within the context of other garden walls and the rear elevations. Its continued presence in the existing form is therefore important.”

“/PP/25/04238:4 rebuilt using predominantly the existing bricks. 6.7Given recommended conditions 2 and 3, the works would safeguard the listed building, and preserve the character and appearance of the conservation area. Issues and balancing 6.8The works would better facilitate the construction of the approved basement, and subject to conditions would preserve the special architectual or histroic interest, and significance of the listed building.”

Officer report

Objections received

Three letters objected over possible amalgamation of the properties and loss of significance from removing the garden wall.

“If permitted and built, the proposal would not require a payment towards funding additional infrastructure under the Borough’s Community Infrastructure Levy and a payment towards funding Crossrail under the Mayor of London’s Community Infrastructure Levy. 8.Consultations carried out Comments from interested parties 8.14 nearby owners/occupiers were notified directly of the application. The application was advertised in the Gazette on 18/07/2025.”

“2 Concern raised with the removal of the garden wall would result in loss of significance While the existing garden wall holds moderate significance, condition 2 is recommended to ensure that the existing brickwork is reused wherever possible. In cases where new bricks are required, they must closely match the existing wall in terms of colour and texture. To satisfy this condition, a sample panel constructed using new bricks only should be provided.”
