Full Application - Granted Conditions or Reasons: View Conditions or Reasons Informative Notes: 1 )Reasons For Granting, The application site is a two-storey, semi-detached dwelling located along Meadway in Dunstable. The proposal consists of a conversion to an attached garage into a study room. A further side/rear extension is also proposed to create an enlarged garage, measuring a width of 2.5m, and a depth of 2.3m. This extension would replace a smaller rear projection and gate currently in place to the rear of the site. A proposed mono pitched roof with three rooflights would extend across the converted garage and rear extension. The proposed side/rear extension would remain obscured from the streetscene of Meadway by the bulk of the converted garage. The only visible elements of the proposal is the alteration of the existing flat garage roof to a mono pitched addition, and the replacement of the existing garage door with a single window. The rear extension would extend the existing built form of the garage to the rear elevation of the main dwellinghouse, and therefore would follow the existing prevailing character of built form along the side elevation of the property. As such, the proposal, alongside the modest size and scale of the additional works, would not lead to any detrimental harm to the character and appearance of the surrounding area. The proposed conversion and extension would remain obscured from the attached adjacent neighbour (124 Meadway) by the bulk of the main dwellinghouse. Therefore, the proposal would not have any detrimental impacts on the amenities of this neighbour. The proposed extension and conversion would be located in close proximity to the detached adjacent neighbour (128 Meadway). It is noted that the proposed extension would match the depth of the existing garage, and would still remain set away from the boundary with the adjacent neighbour by 1m. A window facing this neighbour is proposed within this application, however this window is to be obscurely glazed and fitted with frosted glass. A condition has been included to ensure that this window would remain obscured. Additionally, no ground floor side windows are noted on this neighbouring property, therefore removing any mutual overlooking impacts between the two properties. Considering the above, the proposal is not considered to lead to any detrimental harm to the amenities of this adjacent neighbour. All other properties are considered to be sufficiently separated from the application site to be materially impacted. The proposal would not lead to the creation of any additional bedrooms within the main dwellinghouse. The existing garage would be converted, however due to the dimensions of this space, it would not constitute a parking space when compared to parking guidance. Under the Parking Standards for New Developments SPD (2023), a three bedroomed property would require the provision to two parking spaces, which has been shown on the provided plan number 2616 01A, located on an area of hardstanding to the front of the property. As such, adequate parking provision has been demonstrated on the application site, and the proposal would remain in conformity with Policies T2 and T3 of the Central Bedfordshire Local Plan. Dunstable Town Council were consulted on this application and no comments have been received. This application was also subject to a public and neighbour consultation and no representations have been received. Given the siting, design and scale of the proposal, it is considered that this proposal would not lead to any detrimental harm to the character and appearance of the surrounding area. Additionally, the proposal would also not be considered to lead to any detrimental harm to the residential amenities of neighbouring properties. As such, the proposal would remain in conformity with Policy HQ1 of the Central Bedfordshire Local Plan, the Central Bedfordshire Design Guide and Section 14 of the NPPF.Reasons For Granting, The application site is a two-storey, semi-detached dwelling located along Meadway in Dunstable. The rate of Council Tax you pay depends on which valuation band your home is placed in. This is determined by the market value of your home as at 1 April 1991. Your property's Council Tax band may change if the property is extended. The Council Tax band will only change when a relevant transaction takes place. For example, if you sell your property after extending it, the new owner may have to pay a higher band of Council Tax. If however you add an annexe to your property, the Valuation Office Agency may decide that the annexe should be banded separately for Council Tax. If this happens, you will have to start paying Council Tax for the annexe as soon as it is completed. If the annexe is occupied by a relative of the residents of the main dwelling, it may qualify for a Council Tax discount or exemption. Contact the Council for advice on 0300 300 8306.
