- Full Application - Granted Conditions or Reasons: View Conditions or Reasons Informative Notes: 1 )Reasons for Granting The application site is a two-storey semi-detached dwelling located on Heath Road, Leighton Buzzard. Heath Cottage is constructed of brickwork, with a tiled pitched roof and is surrounded by properties varying in design. The proposal consists of the erection of a part single part two storey rear extension, with rooflights. The single storey element of the rear extension would have a proposed width of approximately 6.8 metres, a depth of 1.3 metres, an eaves height of 2.6 metres and a maximum height of 3.3 metres. The two-storey element of the extension would have a proposed width of approximately 6.6 metres, a depth of 5.3 metres, an eaves height of 4.9 metres and a maximum height of 6.5 metres. The rear extension would be large in scale but due to the two-storey roof ridge being set down from that of the main dwelling and several existing rear structures, including a conservatory and two-storey section of the existing dwelling, being removed the extension is considered to be a subordinate addition that does not dominate the existing dwelling. The rear extension would not be readily visible within the street scene of Heath Road and is therefore not considered to have a detrimental impact on the character and appearance of the area. As such, the proposal is not considered to have a detrimental impact on the character and appearance of the area or the original dwelling in accordance with Policy HQ1 of the Central Bedfordshire Local Plan. In terms of neighbouring amenity, both the two-storey and single storey sections of the extension would be set on the shared boundary with the attached property, 200 Heath Road. The two-storey section of the extension would extend approximately 2 metres beyond the rear of this property at two-storey height but not beyond the rear of this properties single storey section and as such is not considered to have an overbearing impact. The two-storey extension has been shown on plan to comply with the 45-degree guidance from a window on the rear of this property at two storey height and as such is not considered to result in a loss of light to this window. The two windows on the rear elevation of the extension at first floor height are not considered to have a significant impact on the privacy of this neighbour due to this being a similar relationship to the existing first floor window at the rear of No. 200. The single storey section of the extension would not significantly extend beyond the rear of the existing single storey structure that will be removed and as such is not considered to have a detrimental impact on the residential amenities of this neighbour. The extension would be well separated from the other neighbouring property, 204 Heath Road, with a separation distance of approximately 4.7 metres to the shared boundary and due to this separation the extension is not considered to have a detrimental impact on the residential amenities of this neighbour. All other neighbours are considered sufficiently separated from the proposed development for there to be any detrimental impact on amenity. Overall, the proposal is considered to have an acceptable neighbour amenity impact, complying with Section 14 of the NPPF, Policy HQ1 of the Central Bedfordshire Local Plan and Section 11 of Central Bedfordshire Design Guide 2023. The proposed extension would provide an additional bedroom making the property a 3-bedroom dwelling. Sufficient space has been retained to the side of the dwelling to facilitate at least 2 parking spaces which meets the requirements for a 3-bedroom property. Therefore, adequate parking provision has been retained on site and the proposal is considered to be in conformity with Policies T2 and T3 of the Central Bedfordshire Local Plan. Leighton-Linslade Town Council were consulted as part of this application and raised no objection. Neighbourhood Planning were consulted on this application and advised that The Leighton - Linslade Neighbourhood Plan has been through its submission consultation and CBC is of the opinion that the Plan meets the NPPF's Basic Conditions, however, taking into account any comments received during the consultation and with the knowledge that the Examiner could still require changes to the final version of the Plan, increasing weight can be given but even at this stage the plan is a long way short of full weight. The Tree and Landscape Officer was consulted and advised that they had no objection. The application was subject to a public consultation and no comments were received.
