Replacement outbuilding roof at 5 Golgotha Village, Lancaster

Summary of planning committee decision

Decided by Lancaster Planning Regulatory Committee on 26 Oct 2026.

26/00845/FULApproved

What was proposed

The application sought permission to replace the rear outhouse roof after a localised collapse, reusing existing slates where possible.

“This householder application seeks planning permission for the installation of a replacement roof to the rear outhouse. The re-roofing is required following a localised roof collapse. New purlins, rafters, battens and felt will be installed, and existing stone slates will be re-laid. New slates to match existing are proposed where inadequate quantity can be salvaged from the original roof.”

Officer report

The site and its setting

The site is a listed two-storey terraced dwelling with rear outhouses, opposite Williamson Park and within its conservation area.

“The site to which this application relates is a two-storey mid-terrace dwellinghouse, located near Williamson Park in Lancaster. The dwelling comprises painted sandstone rubble under a slate roof. To the rear of the dwellings is a row of single-storey outhouses, with predominantly painted whitewashed stonework beneath stone slate roofs. The property fronts Wyresdale Road opposite the lower car park serving Williamson Park, close to the junction with Coulston Road.”

“The proposed dwelling is a Grade II listed building, along with the other cottages in the Golgotha Village terrace and the row of outhouses to the rear. Opposite the site lies Williamson Park registered park and gardens, and Grade II-listed walls. The site lies within the Williamson Park Conservation Area.”

Officer report

Earlier applications

Earlier applications for replacement windows, doors, extraction and heaters were approved, while a related listed-building application was pending.

“A number of relevant applications relating to this site have previously been received by the Local Planning Authority. These include:”

“Application No. Proposal Status 26/00067/FUL Installation of replacement window and doors and new mechanical extract fan to rear Approved 26/00068/LB Listed building application for the installation of replacement window and doors, new mechanical extract fan to rear and replacement electric heaters Approved 26/00846/LB Listed building application for the installation of a replacement roof to the rear outbuilding Concurrent Application / Pending Consideration…”

Officer report

What officers recommended

Officers recommended approval because the repairs would secure the listed building’s future, retain its appearance and avoid undue impacts on protected species.

“The application follows advice provided by Officers following the roof collapse. While this application would result in harm to the significance of the listed outbuildings, as historic fabric would be lost, including two riven oak purlins, these works are necessary given the condition of the building and would secure the future of this building. It is recognised that some of the existing timber members and slates are, unfortunately, irreversibly damaged.”

“A bat and bird survey has been submitted with the application. The outbuilding was considered to have negligible suitability for roosting bats. No evidence of bat activity or nesting birds was found during the survey. Reasonable avoidance measures are proposed to avoid impacts upon bats and birds. The reporting ecologist also recommends creating a crevice-roost bat gap in the roof to enhance the site for bats.”

Officer report

Consultation and representations

The Conservation Team had no objection, while no neighbour representations had been received when the report was prepared.

“Consultee Responses Conservation Team No Objection • These outhouses were listed in their own right as a result of their associated heritage values. These include their aesthetic value from their locally typical material palettes of uncoursed stone rubble with stone slate roofs, and consistent appearance. They are also illustrative of detached service accommodation for lower-class workers, and were included on Historic England’s list for their group value.”

“At the time of compiling this report, no neighbour representations have been received.”
