Proposal

External lighting scheme at Christ Church Peckham (676 to 680 Old Kent Road), in accordance with the enclosed Specification, Drawings, Luminaire Schedules and Lighting Calculations prepared by CES Lighting & Electrical Consultants LLP. Regard has been had for Pre-Application Advice (Reference no ) dated 23 April 2026 which aadvised that the dsign should be informed by and fully compliant with the Institute of Lighting Professionals Guidance Note GN08/23: Bats and Artificial Lighting We obtained an Preliminary Roosting Assessment (Ecological Survey) which confirmed that the site is assessed to have low habitat value for bats. It was not considered to be a site which is suitable as a nesting site for barn owls nor suitable to support a significant assemblage of protected and/or notable birds. Notwithstanding this, we will ensure that if planning permission is granted and the external lighting proposal is implemented, the following will be carried out - install at least one bat box on the building to provide an additional roosting habitat for bats; - install at least one bird box onto the church will provide additional nesting habitat for birds. The Trustees (PCC) have agreed that it needs to implement an external lighting solution at Christ Church Peckham in order to: i. improve safety for people when entering and exiting the church building via the doors at the front of the church. ii. improve the church's visibility when viewed from the Old Kent Road. iii. improve the church's visibility when viewed from the rear / the Ledbury Estate. iv. improve safety and visibility when accessing the church from the side passage referred to at paragraph 1)(b) ?Our community? above. v. Enhance the character and appearance of our building as a local landmark in a Conservation Area which is in the process of significant development / regeneration. Data via plota.co.uk

Site constraints 11

3 listed buildings within 150 m
Nearest: Former Camberwell Public Library and Livesey Museum, Grade II, 15 m away · 2 Grade II
The site itself is not listed. Listed building consent is needed for work that affects the special interest of a listed building, inside or out, on top of planning permission. Setting can be a consideration for buildings nearby; there is no fixed radius.

Historic England ↗
Livesey conservation area
Demolition needs planning permission and permitted development is restricted.
The council must give weight to preserving or enhancing the area's character and appearance. Not every council has published its boundaries as open data.

Article 4 direction
Old Kent Road South District Town Centre. Named permitted development rights are withdrawn here.
An Article 4 direction withdraws particular permitted development rights, so work that would normally need no application needs one here. Not every council has published its directions.
In flood zones plus climate change
Inside the extent flood zones 2 and 3 could reach with climate change: the Central allowance for the 2080s on rivers, the Upper End allowance for sea level rise to 2125. From the sea. Defences are not counted.
The Environment Agency flood map for planning. Councils use it to decide when a flood risk assessment and the sequential test are needed. It is indicative and does not show whether a particular property will flood.

Archaeological priority area: North Southwark and Roman Roads
An assessment or field evaluation may be asked for before ground works.
The council or Historic England considers archaeology likely here. A desk-based assessment, and sometimes trial trenching, can be asked for with the application.
Air quality management area: Southwark AQMA
The council has declared the area as failing an air quality objective.
Schemes that add traffic, parking or combustion plant are assessed against the area's action plan and may need an air quality assessment.

Boundaries are indicative and the borough holds the detailed plan.
National infrastructure project 1064 m away: Thames Tideway Tunnel
The site is 1064 m from the project boundary. Waste water treatment, decided. The project page says whether consent was granted. Also within 2 km: London Strategic Heat Main Project (at pre-application, 1541 m).
Nationally significant infrastructure projects (power stations, electricity lines, pipelines, major roads and railways, harbours, airports and reservoirs) are consented by a Secretary of State under the Planning Act 2008, after an examination by the Planning Inspectorate, rather than by the council. The boundary is the one the Inspectorate consults on and can change as the scheme does. Projects are shown within 2 km of the site.
