One self-build dwelling at Land At The Old Forge, Bagstone Road, Rangeworthy
Summary of planning committee decision
Decided by South Gloucestershire Development Management Committee on 8 Jan 2026.
What was proposed
The application proposed one detached self-build dwelling over a redundant swimming pool, a detached double garage and a new access.
“Planning permission is sought for the erection of 1no. detached self-build dwelling over existing redundant swimming pool structure, construction of detached double garage and formation of new access, with associated works.”
“As originally submitted, the application was described as ‘conversion and extension of redundant structure to form 1no. self-build dwelling’. This referred to the ‘conversion’ of the existing outdoor swimming pool to a cellar and the dwelling atop being the ‘extension’. However, officers were not satisfied that this was an appropriate description given that building a new dwelling over an existing pool cannot reasonably be described as a conversion/extension.”
Officer report
Earlier applications
Two earlier dwelling applications were refused for countryside location, design, heritage and highway reasons; an outline dwelling application was withdrawn.
“Refusal reason 1 The application site is outside of any defined settlement and is therefore in the open countryside. Defined settlements establish locations which the local planning authority consider suitable, in the spatial strategy, for sustainable development.”
“Refusal Reason 4 The dwelling would require a new access on to the B4058, Bagstone Road. As a classified road, a visibility demonstration is required, which should be in accordance with the Design Manual for Roads and Bridges (DMRB) and the Manual for Streets (MfS).”
Officer report
Who spoke
The ward councillor’s statement raised concerns about the settlement boundary, access, pedestrian safety and the listed building setting.
The decision
Permission was approved subject to conditions, a Section 106 self-build agreement, and delegated refusal if the agreement was not completed within six months.
“Should the Agreement not be completed within 6 months of the date of any consent being granted; delegated authority be given to the Director of Environment and Community Services to refuse the application.”
Minutes
The amended condition
Condition 11 was amended to require visibility splays measuring 2.4 metres by 120 metres.
“That Condition 11 be amended to read 2.4m x 120m…”
