No.33 is constructed of brickwork with a tiled pitched roof and is surrounded by properties similar in design. The proposal consists of the conversion of an existing garage which would see the installation of a window on the front and an increase in roof height. The increase in roof height would measure approximately 0.4 metres. The proposal would not result in an increase in the properties footprint and therefore would be considered a proportionate addition to the dwelling. The front window and increase in roof height would be visible within the street scene of Staveley Road, however, they would be considered minor alterations that would not have a detrimental the impact on the character and appearance of the area. Due to this, the proposal is not considered to have a detrimental impact on the character and appearance of the area or the application site in accordance with Policy HQ1 of the Central Bedfordshire Local Plan. In terms of neighbouring amenity, the garage is located on the shared boundary with 31 Staveley Road, however, the increase in roof height would not be considered to have a detrimental impact on the residential amenities of this neighbour due to the minor increase. All other neighbours are considered sufficiently separated from the garage for the increase in roof height to have a detrimental impact. There are no privacy concerns regarding the window on the front elevation as it does not directly look into any neighbouring properties. Overall, the proposal is considered to have an acceptable neighbour amenity impact, complying with policy HQ1 of the Central Bedfordshire Local Plan and Section 11 of Central Bedfordshire Design Guide 2023. The proposal does not lead to any additional bedrooms but would see the removal of an off-street parking space through the garage conversion, however, sufficient space has been retained on the driveway to facilitate a parking space which meets the requirements for a 2-bedroom property. Therefore, adequate parking provision has been retained on site and the proposal is considered to be in conformity with Policies T2 and T3 of the Central Bedfordshire Local Plan. Dunstable Town Council were consulted on this application and raised no objection. Natural England and Neighbourhood Planning were also consulted on this application, but no comments were received.
