Condition Number(s): Condition 13 Conditions(s) Removal: The existing opening hours restriction is no longer appropriate given the site?s location within a major transport hub opposite Waterloo Station, where there is established early morning activity and high commuter footfall. The proposal seeks to allow earlier opening to serve breakfast and takeaway coffee to commuters, which is consistent with the character of the area and typical Class E town centre uses. The variation will not result in any material increase in noise or disturbance. The use is low impact in the early morning period, primarily takeaway-based, and appropriate mitigation measures will be in place to protect neighbouring amenity. The surrounding area along The Cut is characterised by a mix of commercial and hospitality uses, many of which operate from the early morning to serve commuter demand associated with Waterloo Station. The proposed hours are therefore consistent with the established pattern of activity in the locality. It is proposed that Condition 13 is varied to read: ?The use of the premises shall not be open to members of the public other than between 07:00 and 20:00 on Mondays to Sundays and Bank Holidays.?)
