Minutes

Why permission was refused

Permission was refused because the proposal lacked a draft construction traffic plan and was considered harmful to the conservation area without sufficient public benefits.

“The applicant has failed to demonstrate, through the submission of a draft Construction Traffic Management Plan (CTMP), that the proposed development would not result in unacceptable impacts on pedestrian, cycle and vehicular safety, or cause unreasonable inconvenience to the day-to-day activities of those living, working and visiting the surrounding area. In the absence of this information, the proposal has failed to demonstrate compliance with Policy CD11 of the Kensington and Chelsea Local Plan and the adopted Basement SPD.”

“The proposed replacement building, by reason of its design and architectural character, does not make a positive contribution to the character and appearance of the surrounding area and fails to preserve or enhance the character and appearance of the Chelsea Conservation Area. The identified harm is not outweighed by the public benefits arising from the development.”
