Officer report
Why officers supported it
Officers considered the revised design acceptable because it retained fire safety and access functions while giving the rooftop barriers a more sympathetic appearance.
“/PP/26/01451:4 flat roof sections of the buildings comprises high-performance insulation, upgrading the roof’s weatherproofing and thermal efficiency.Associated maintenance works would include like-for-like replacement of any damaged roofing materials identified during the refurbishment process.”
“The revised design maintains the required fire safety and means of escape function, whilst providing a significantly more sympathetic and visually restrained appearance within the Conservation Area, than the originally submitted mesh fencing proposal. The rooftop walkway and associated barriers would facilitate safe maintenance access and continue to support the building's existing rooftop alternative emergency escape strategy.”
Officer report
Effects on neighbours
The works would not increase roof heights, alter roof profiles or add openings, so officers found no additional impact on neighbouring living conditions.
“Therefore, there would be no additional impacts on the living conditions of the neighbouring occupants in accordance with Local Plan Policy CD9. Issues and balancing 6.9The proposal would be in accordance with policies CD1, CD2, CD3, CD4, CD9, CD10, CD15 and CD16 of the Local Plan 2024.”
