Whilst the Spine Road will be the subject of further technical approval, for the purposes of the RM application, the design accords with the Design Code and would contribute positively to the distinctive WGC development, character and landscape.”

“2026/0216/RD and has been considered separately to this application by the LCC as Highway Authority. The LCC has raised no objections to these proposals. Therefore, whilst the concerns of Stagecoach are appreciated, the Spine Road was always intended to operate in an interim state, with the end state achieved once the loop roads are delivered.”

“These concerns have been expressed at numerous meetings and have been reflected in joint statements produced by ATLAS. The highway authority’s concerns remain, and we are incumbent to remind you that any design for the spine road approved at this stage, may require change because of future submissions relating to other related planning conditions.”

Objections and other views

Residents raised concerns about construction noise, vibration, traffic speeds, drainage, the wider development and access to fields, while Stagecoach sought stronger bus-only arrangements.

“CLLP Policy S53 requires that developments should not result in adverse noise and vibration taking into account surrounding uses nor result in adverse impacts upon air quality from odour, fumes, smoke, dust and other sources. An objection from an occupant of Westwood Drive has raised concern regarding noise and vibration during construction on the Drive. A number of comments have also been made in respect of the assessment that have been undertaken.”

“Officers do not consider that the road, when operational, would have a significant impact on the amenities of local residents. It is a typical 30mph carriageway which is separated from residential properties and would ultimately sit within the wider built development of WGC. In terms of the potential impacts from the construction of the road, officers have consulted with the City Council’s Environmental Protection Specialist (EP Specialist).”

“It was a pleasure to read the description of the Spine Road within the officers report as ‘a civic avenue and not a traffic cab corridor’ with 8 character areas; a very well thought out development. • This development was a good example of urban planning. • The report was a brilliant example of City Council planning and an excellent in its presentation. The proposals would relieve pressure on the railway and increase public transport.”

“The Planning Team Leader thanked members of Planning Committee for their compliments on her report. She explained that there would be segregated cycleways and wider carriageways where they were combined. The Local Planning Authority together with the Highway Authority wished to drive forward modal shift. There would be some limitations according to drainage and land ownership, however, segregated cycleways were at the forefront of thinking.”
