“THE ROYAL BOROUGH OF KENSINGTON AND CHELSEA PLANNING APPLICATIONS COMMITTEE 16/04/2026 REPORT BY THE DIRECTOR, PLANNING AND PLACE Application: PP/25/05635 Agenda Item: S007 Address:21A Carlyle Square, LONDON, SW3 6EY Proposal: Removal of condition 2 (use of roof as terrace precluded) and variation of condition 1 (approved drawings) of planning permission 21/03923 to allow the roof of the rear extension to be used as a roof terrace Applicant: [the applicant]: MrR…”

“3.The site and its surroundings 3.1 21A Carlyle Square is a three-storey infill building linking Nos. 21 and 22 Carlyle Square on the northernmost side of the square. The property is subordinate in scale compared to the two buildings bookending it, and of a different design to its neighbours. At the rear, the garden backs onto the large gardens of the Grade II* listed Cohen House (64 Old Church Street). 3.2The property is in the Chelsea Park/Carlyle Conservation Area.”

Officer report

Officers’ recommendation

Officers recommended approval because the design, privacy, noise, drainage and fire-safety effects were acceptable subject to conditions.

“The proposal would have an acceptable impact on drainage and suitably address fire safety. Subject to the recommended conditions, the proposal would comply with the relevant policies in the Development Plan, as well as the statutory requirements for a conservation area and listed building. Objections received from interested parties have been taken into consideration and are addressed throughout the report and in Section 8.”

Officer report

Objections received

Four letters objected over overlooking, insufficient screening, winter views, noise, the former terrace restriction and the appearance of the proposed screens.

“The application was advertised in the Gazette on 17/10/2025. A statutory notice advertising the application was posted near the site on 17/10/2025. 8.2Four letters were receivedobjecting to the application, summarised as: CommentResponse 1 The terrace has been built contrary to the planning permission, which restricted use as a terrace and included a green roof. The application seeks to regularise these aspects.”

“40 Chelsea Square is circa 15 metres from the flat roof of the extension and would be sufficiently far away as to not require additional screening. Views into the garden would be no different from existing views from similar terraces on Carlyle Square and there would be an unacceptable increase in overlooking. 5 The photos provided in the planning statement were taken in the height of summer when leaf coverage is at its maximum. Winter provides less screening.”
