Basement and alterations at Garden Flat, 40 Holland Park, Kensington, London W11

Summary of planning committee decision

Decided by Kensington And Chelsea Planning Applications Committee on 11 Aug 2026.

PP/25/06717Approved

What was proposed

The application proposed a basement, air source heat pump, roof replacement, balcony, repaving, elevational changes and a rebuilt glazed link.

“67 Holland Park Mews is a separately Grade II listed building immediately to the south of the application site. Its significance derives from its architectural character as part of the historic mews group associated with the Holland Park development. Its foundations form part of its physical fabric and contribute to the historic integrity of the listed building. Its structural integrity is paramount to preserving its significance.”

“-Replacement of the existing mansard roof with a grey metal roof that will be flat on top with roof light and grey fish scale zinc cladding/finish on the first-floor elevations. -First floor side balcony with metal railings and integrated raised fixed planters and full height patterned perforated roof support screens in grey clear glazing. -Repaving across the site with York Stone.”

Officer report

The site and its setting

The site is a Grade II listed detached house in the Holland Park planned development and conservation area, with a historic billiard room and link building.

“The building forms part of the Holland Park planned development. The significance of this property includes its architectural design, contribution to the design of the listed terrace, plan form, hierarchy, and its surviving historic fabric and features. Within 10-15 years of the completion of the house, a billiard room was constructed by the then owners. This is highly unusual, with freeholder permission to add such structures difficult to obtain.”

“There is opportunity to improve the character of the billiard room, marking a new stage in its evolution that is aware of its historic context. Before 1910 a link was built between the billiard room and the main house. This was demolished and reconstructed on a larger footprint in the 1930s.”

Officer report

Why officers supported it

The basement would be single storey and within policy limits, with engineering, drainage, construction, noise and vibration controls protecting neighbours and nearby listed buildings.

“The applicant has also submitted details within their site Construction Management Plan which demonstrate how dust, noise and vibration would be adequately controlled throughout the duration of the works, Condition 10, and Condition 17 have been attached to ensure those concerns are controlled. Therefore, the proposals comply with parts L and M of policy CD11.”

Officer report

What people and consultees said

Three objections raised heritage, privacy, overlooking, trees, construction, noise, pollution, boundaries and plant concerns; consultees generally raised no objection subject to conditions.

“The heritage officer was consulted and confirmed that the impact of the development on the listed building would be acceptable. 2 Loss of privacy: Concern for potential damage/loss to trees in backyard which provide privacy, due to works The impact upon privacy would not be materially different from the existing situation, rather the proposal would improve on those existing conditions by providing screening to the balcony area The loss of trees would not cause an increase in…”

“The proposal has been assessed by the Environmental Health team and they have confirmed that the proposal complies with the Council's noise, and vibration policies. Conditions have been applied to make sure the noise levels remain acceptable as assessed.”
