51743/APP/2026/2046Approved

What was proposed

The application proposed removing the remaining slab, pumping station and underground structures, backfilling excavations and installing a new septic tank and utility connections.

“Proposal: Demolition of existing building slab and other structures along with their foundations; backfilling of the excavations; removal of below ground drainage tanks and installation of new septic tank and utility connections Summary of Recommendation:”

“Planning permission is sought for a series of enabling works, namely the removal of the concrete ground floor slab, pumping station and underground structures associated with the former Gate Gourmet building which has been largely removed. The works are intended to facilitate the future redevelopment of the site. It is proposed that any excavations on the site would be backfilled with crushed material from the site works.”

Officer report

The site

The 2.3-hectare site south of Heathrow Airport was formerly occupied by an industrial building, most of which had already been demolished.

“The application site comprises a roughly 2.3-hectare area of land. The site lies to the south of Heathrow Airport previously occupied by a two-storey industrial building, reaching 15.8 metres in height and surrounding servicing, storage and circulation space.”

“To the east of the site is a modern five level multi-storey car park extending to approximately 15m in height. Immediately north of the car park and south of Southampton Road East is a substation and vent shaft which is understood to be connected to the Heathrow Express. To the west, beyond Stansted Road, are large warehouses occupied by Swissport Cargo Services and Data.”
